In regard of co-ordination and Co-operation of Weapons and Ammunition transfer missions On board Commercial Ships transit Suez canal you are kindly requested to notify all shipping agencies with the notice of Port Said Port Police of the following:

- Written letter from Shipping Agent indicates ship’s name carrying on board Weapons/ammunitions on board , Sc Convoy planned, Ship’s Eta attached With Master’s Declaration (Manifest) shows list of weapons and ammunitions in Details. Type of the weapons, Serial numbers. Qt of ammunitions. Number and Nationalities of Security team attending on board.

- Name of Shipping Agent Rep who will accompany the Committee ( Army & Police ) His Mobile Number and all Contact details of Shipping agency.

- Type and plate number of the Car / Mini Bus carrying weapons and Ammunitions Driver name and his Mob number

Shipping agencies are requested to provide all above info 48 hrs before arrival Port said / Suez.

These instructions are in force as of Feb 27th Convoys.

  20.01.2012   UPDATE! Weapons & ammunition onboard vessels transiting the Suez Canal and/or calling Egyptian ports

Further to below news of 17th January please find below report from our local office in respect to the meeting yesterday:

Military/Port police/SCA/local agencies (Leth Egypt/A.G.T/Barwil/Maersk/Inchcape/International agency/RedMar/Port Said chamber of shipping Mr. Adel El-Lamai/No one from the state agency)

Proposal:
Option 1- Port police to collect the weapons from vessels at the anchorage area before joining the convoy to be secured by the military during the road transportation from Port Said to Suez for redelivery onboard under the Port police at Suez while vessel clearing Suez Canal.

Option 2- Local agencies (without any attendance from the official authorities) to collect the weapons from vessels at the anchorage area before joining convoy to be secured by the military during the road transportation from Port Said to Suez for redelivery onboard under the port police at Suez while vessel clearing Suez Canal.
Option 3- Port police to attend onboard vessels carrying weapons before entering the Suez Canal to secure weapons onboard in closed cabin and disembark the vessel at Suez after completion of the Suez Canal passage.

Conclusion:
Port police managements at Cairo refused the proposal boarding vessels at Port Said anchorage area (safety wise for the police officers due to the challenging weather condition at Port Said anchorage)

Local agencies refused to collect the weapons under their responsibilities due to the same reasons as well as pointing out the risk of delaying vessels for joining the convoy.

Finally official authorities decided to keep the weapons onboard for S/B vessels with the original arrangements (master declarations, weapons sealed and locked away etc.) until further notice. The Authorities will study how to find the best solution to secure the weapons for S/B vessels.

N/B vessels are not allowed to keep weapons onboard during the transit anymore considering the storage facility approved by the official authorities started as from 17th N/B convoy.

  17.01.2012   Weapons & ammunition onboard vessels transiting the Suez Canal and/or calling Egyptian ports

The Egyptian Authorities are again announcing a possible restriction to vessels carrying weapons and ammunition in Egyptian territorial waters (pls see far below).

Further to our newsletter of 27th September 2011 please note that we now have reasons to believe that the Egyptian Authorities intend to ban weapons and ammunition onboard vessels transiting the Suez Canal. Meanwhile, we are still awaiting a firm confirmation from the relevant authorities as to when this will be effective. A coordinating meeting will take place on Thursday 19th January.

Within short we believe following restrictions will take place:

I. Northbound transit

Ships will not be allowed to transit the Canal northbound (from Suez) with weapon on board.
We can arrange to offload/land weapons from the ships in Suez Port to be stored in Suez Port Police Custody for delivery to the same ship or any other ship subject to your instruction.
In any cases no weapons will be allowed to transit the canal on board the ships.

Expected charges will be as following:

1. 2000 USD Storage fees per month
2. Arrangement /administration fee - reverting.
3. Transportation fee for landing and delivery of weapons - reverting

II. Southbound transit

Weapons need to be landed at Port Said, offloaded and transported by road and redelivered at Suez.

1. Arrangement /administration fee - reverting.
2. Transportation fee for landing and delivery of weapons - reverting


III. Security equipment (NOT WEAPON) landing with disembarking security team

- 48 hours notice before vessel's arrival if security team will disembark with equipment.
- Detailed list of equipment for authority approval.
- Clear instruction if the equipment is for storage or to travel with the team.

Acceptance of security equipments storage will be subject to authorities approval before ship’s arrival.

As soon as we learn anything from relevant authorities we will notify you accordingly.

Maritime Transport Sector Marine Permits Department Date: 09/01/2012

Dear Sirs,
Kindly be informed that on 28/11/2011, we received correspondence from the General Secretariat of the Ministry of Defense No. 10/3/24/2 C53 dated 21/11/2011, and also correspondence from the Marine Operations Department dated 3/12/2011 regarding the necessity to comply with the following:

1. The Egyptian Government bans the existence of any weapons/security teams on board any commercial vessels as per the laws and regulations with that regard issued by the International Maritime Organization.
2. In case commercial vessels calling the Egyptian ports have weapons onboard: Vessel Master shall keep the weapons under lock and shall issue a certificate to that effect to be submitted to the pilot in the pilotstation. The certificate is to include an undertaking by the Master to hand in the weapons in a locked box to the Port Police immediately upon mooring. The box shall be carefully checked by the Port Police and will be handed back to the Master upon vessel departure.
3. In case of non-compliance, vessel shall not be permitted to enter harbor with weapons onboard.
4. As for vessels transiting the Suez Canal: Civil Police elements (Port Security) shall receive the weapons from vessels to transit the Suez Canal at the entry point and shall transport them by land, and then hand them back to vessel crew at clearance point.
5. In case weapons are deployed onboard a vessel while in the Egyptian territorial waters, while berthed at port, while being at anchorage whether inner or outer roads, or while transiting the Suez Canal, vessel’s Master and crew shall be held accountable pursuant to the Egyptian Law, including detaining vessel, Master, and persons carrying the weapons without permits who shall be liable under Law No. 394 and its amendments regarding weapon and ammunition possession without permits. They shall be interrogated by the competent persecution authority after a seizure report is issued.

Kindly comply with the instructions mandated by the Ministry of Defense with due diligence and communicate them to the maritime transport companies you serve as agents, as well as to ship masters of vessels calling the Egyptian ports.

  05.12.2011   New surcharge for containers on deck

The Suez Canal Authorities have issued a new circular (7/2011) announcing an increase for containers on deck (on container ships) effective as per 1st of March 2012

Article one
First: Southbound Vessels
Circular No. 2/2007 shall remain in force.

Second: Northbound Vessels
1 - For vessels carrying up to five tiers of containers:
Circular No. 2/2007 shall remain in force.

2 – For vessels carrying more than five tiers:
The surcharge shall be modified to become:
- 18% for container ships carrying six tiers of containers on deck.
- An increase of 2% shall be applied for each tier in excess of six tiers, which means that a surcharge of 20% shall be applied on vessels carrying seven tiers of containers .. .. .. etc .

Article two
This circular shall take effect as of 1/3/2012 .

  27.09.2011   Weapons and/or security teams on board vessels in Egyptian territorial waters

New procedure soon to be implemented - ?

Please note that we have been approached by Port Said Chamber of Shipping. Please find below the free translation of the Arabic version of the letter in question:

We wish to inform you that in accordance with instructions from the operations division of SCA owners are informed that in case of their vessels requiring canal transit carrying weapons and guards on board for protection in the danger zone in the India ocean and Southern part of Africa, Owners will be required to present a letter endorsed by the ships flag authority before transit confirming that the ship in question is registered under the particular flag and is carrying light weapons and ammunition for defence purposes and the details of the weapons are ........ .........

Additionally a protection team of (Number) persons employed by security company .(Name of security company) and owners hereby undertake not to use any such weapons during ship's entire stay in Egyptian waters.

  09.09.2011   Possible restriction to vessels having weapons onboard in Egypt waters

We have today received below free translation from the Maritime Transport sector/Maritime Transport Ministry through the Chamber of Shipping in Alexandria. The circular is NOT yet official nor has a date been announced.

On 23/8/2011, meeting was held at the authority of Egyptian military armed forces operations concerning issuing mechanisms and responsibilities of the concerning parties in Egypt for obligating foreign commercial ships to comply with current Egyptian laws concerning weapons and armed security teams onboard. Their decision, not to allow at all the availability of weapons or armed security teams on commercial ships as this is against the international maritime law. And the maritime transport sector must inform the shipping agents in Egypt and the shipping companies with the following: 1) All Suez gulf area water is totally considered as Egyptian water. 2) To comply with the Egyptian position related to the armed security team onboard the commercial ships according to the laws and rules issued by the international maritime organization (IMO) concerning the armed security teams onboard commercial ships. 3) The Egyptian ship’s agent and the captain of the vessel must submit declaration to the authority and the pilot to confirm that there is no weapons and ammunition onboard the vessel and the vessel is free completely from this material which is used for the safety of the vessel. 4) In case there is weapons onboard the vessel during her stay in territorial water, Egyptian ports, inner harbour, outer harbour, cruising Egyptian water and transiting of Suez Canal, the Egyptian government will arrest the ship, the master and the armed persons onboard and they will face charges according to Egyptian laws (law no. 394 year 1954 and its amendments). SCA has announced flwg

All LPG vessels transiting the Suez Canal in ballast having had cargo Ammonia as last cargo are to courier original cargo manifest to the agent. The original cargo manifest must be received by the agent no later than 48 hours prior to vessel's arrival in order to arrange for the transit without any delay.

This new routine will be in force with immediate effect.

Further to SCA Bulletin issued on July 8th regarding heavy lift and semi Submersible ships carrying heavy units of approx 250 M/tons.

This is to clarify that heavy units of approx 250 tons are the units starting from 200 tons and less than 250 Tons.

In case it is not feasible to obtain authorized certificate from Load port which include weight, a weight cert can be endorsed by O N E of the Following Authorities:

- Customs Auth at Load Port
- Notary Public
- Chamber of commerce
- Egyptian Embassy / Egyptian Consulate

The Egyptian Authorities have today announced that Egypt will stay on GMT +2 permanently

Local media in Egypt has today reported that the transitional goverment of Egypt has decided to cease the Daylight Saving Time which has been in force since 1957.

  19.04.2011   An update of Rules of Navigation, article 58

All vessels transiting the Suez Canal between SCNT 70,000 and 90,000, except container vessels, to be escorted by one tug.

Please note that SCA may decided to start applying this Article also to Car Carriers, Ro-Ro vessels and
Passenger vessels with SCNT (Suez Canal Net Tonnage) from 70 000 to 90 000, thus one escort tug at
cost SDR 8 000 (equivalent to approximately USD 12 500) to apply also for these segments.

Only Container vessels will be excempted from this rule.

Art. 58 – Escorting Tugs :(1)

The escort of VLCC’s, ULCC’s, L.P.G, L.N.G, Large Bulk Carriers and other vessels, except Container Ships will be as follows :

Loaded vessels less than 70000 SC.N.T.(2) will be escorted by one tug if for technical reasons SCA finds it necessary, or when the vessels draught is more than 47 feet.
Loaded vessels from 70000 SC.N.T. to 90000 SC.N.T. will be escorted by one tug.
Loaded vessels over 90000 SC.N.T. will be escorted by two tugs.
Vessels in ballast over 130000 SC.N.T. will be escorted by one tug.
L.P.G., and L.N.G. over 40000 and up to 90000 SC.N.T. ( except G.F. ), or loaded with Ammonia cargo(3),(4) will be escorted by one tug, and those over 90000 SC.N.T. will be escorted by two tugs.
Vessels in ballast with beam over 218 feet up to 233 feet will be escorted by one tug.
Vessels in ballast with beam over 233 feet will be escorted by two tugs.
Towed Scrapped vessels will be escorted by one tug.
Loaded Semi-submersible ships carrying drillers or floating units
( 300 SC.G.T. and over ) will be escorted by one tug or more tugs as decided by SC port office after survey on arrival. Integrated Units to be escorted by one tug during first transit.
( see Appendix No1 special cases item “E” P. 92 )

(1) For escorting certain vessel during Canal transit.
(2) The SC.N.T. is assessed regardless of sizes that are temporally added in each transit ( such as double bottom tanks, containers on deck ... etc. ).
(3) L.P.G., L.N.G. vessels contain ( tank of deck ) completely seperated from cargo tank with maximum tonnage of 180 tons will be considered as gas free vessel.
(4) G.F. carriers are to be treated as tankers in Ballast.

Suez Canal traffic is back to normal. 34 N/B vessels cleared Suez Canal last night without delay. S/B convoys: 32 vessels joined first S/B convoy started at 2127 hrs and 9 vessels joined second S/B convoy started at 0440 hrs.

  04.04.2011   Groundings in the Suez Canal causing traffic delays

M/V ZIM SHEKOY grounded at KM 43 and M/V CMA CGM LAMARTINE grounded at KM 76

Yesterday 3/4 at 13:00 hrs M/V ZIM SHEKOY grounded at KM 43 due to engine problem and prevented 28 vsls behind her from continuing their canal transit.
At 16:10 hrs on the same day vsl was refloated and the convoy resumed.

Then at 18:30 yesterday vessel CMA CGM LAMARTINE grounded at KM 76 with 17 vsls behind her.
She was refloated after 40 minutes.

Due to the late refloating of the grounded vessel, SCA decided to let 13 northbound vessels (out of total 34 vsls) wait at Great Bitter Lake in order to join todays Northbound convoy.

Due to logistical reasons SCA could only allow vsls able to moor at El Ballah to join today’s 1st southbound convoy. 2nd southbound convoy was cancelled.
As a result 13 vsls are waiting to join the southbound convoy of April 5th.

This convoy is scheduled to start once the last northbound vsl has exited at Port Said some time after 22:00 hrs tonight.

Admiral Ahmed Aly Fadel, Chairman and Managing Director of the Suez Canal Authority, declared that " in view of the consequences of the global financial crisis the world encountered in the end of 2008, the Suez Canal Authority was keen enough to keep the Suez Canal dues unchanged in 2009 and 2010 for all types ships. The beginning of 2010 witnessed some indications that the situation of the world economy is getting better, whereas the studies carried out by the Suez Canal Authority, as well as following up of the world economic reports, showed that the global economy is not completely cured from the negative effects of the world financial crisis. That was clear in the appearance of severe debts problems in some European countries. Building on the above mentioned criteria, and on the expectations of the world maritime traffic in 2011, the Administration Suez Canal Authority decided keeping The Suez Canal dues of 2010 unchanged in 2011.

Last vessel entered the Canal from Suez at 1100hrs on 22.02.2011.

Southbound convoy:
Total no. of vessels is 19 vessels, entered in 2 groups.

First convoy (17 vessels):
First vessel entered the Canal from Port Said at 2301hrs 21.02.2011

After 18 days of peoples protest President Mubarak finally gave in and stepped down after 30 years in power. We are receiving reports from colleagues and friends in Egypt telling us about a new atmosphere and a new spirit amongst the Egyptians. Even in the streets traffic people are letting you in - with a polite smile ..!

“From now onwards this is YOUR Egypt. Keep it clean, don’t litter, respect the traffic rules, don’t pay bribes, don’t forge papers, insists on your rights, report abuse of power and speak up with freedom.
Joy, light and wisdom for a liberated and great nation in the future.”

Kindly allow us to suggest that you are urging your Masters to limit their give away of cigarettes in the spirit of the above message from Egypt. You should report any eventual threats/negative feed-back from Pilots or other Authorities to your agent. A new regime within SCA is also expected!

Crew changes, spare parts clearance etc can now be arranged again without delays. The Suez Canal traffic is still running as normal.

  11.02.2011   Friday 11th Feb: Today's traffic situation in the Suez Canal

The traffic is running as normal.

Today's transits are running smoothly, with a total of 42 vessels north- and southbound.
As a reaction to Mubarak’s speech yesterday, big demonstrations are expected after the Friday prayers. We will revert with more news later today.

Northbound convoy
Total no. of vessels is 22 vessels in 1 group.

Ordinary convoy (22 vessels):
First vessel entered the Canal from Suez at 0517hrs on 11.02.2011.
Last vessel entered the Canal from Suez at 0913hrs on 11.02.2011.

First vessel expected to exit the Canal from Port Said at about 1400hrs on 11.02.2011

The traffic is running as normal and the strike in Egypt does not affect the Suez Canal transits.

  06.02.2011   Crew and weapons procedures

Please find hereunder an update regarding crew and weapons movement

Contrary to previous instructions from involved Authorities weapons and ammunitions needs to be kept onboard during the transit. If weapons are already on board it will not be allowed to be released for storage ashore. Master needs to make a declaration that weapons on board are in a sealed/closed box and under his responsibility and will not be opened during the Suez Canal transit. Master needs to declare that weapons carried on board are due to Piracy defence passing GOA. Declaration should contain a detailed list of weapons and ammunition enclosed by master details, passport copy as well as full style of the responsible security company.

Weapons kit release from onshore storage at Port Said or Suez to be placed on board might be allowed, however we should receive a pre request for each case.

Re crew movement update;

1. Immigration office at Suez port working 24 hours
2. Immigration office at Port Said port working 24 hours
3. Transportation from/to Cairo airport working from 06:00 am till 06:00 pm
4. All airlines at Cairo airport returned to work, however limited to departure and arrival from 06:00 am till 06:00 pm

  02.02.2011   Egypt back 'on air'

Egyptian Authorities have now re-open the internet

The Internet and E-mails have been opened, and we do now have more or less normal communication with Egypt.

Supplies of stores and provision is now possible, and should be back to normal by tomorrow 3rd February

Crew change and clearing of spare parts (Cairo Airport) is expected to be back to normal by 3rd February but we are presently checking this.

Bunker situation in Suez is normal, but Port Said may still have problems with availability of products

The Suez Canal traffic is running as normal.

Dear Sirs,

Please be informed that despite the vast political turbulence in Egypt, Suez Canal transits are carried out as normal.

At this point in time it is unfortunately not possible to conduct crew changes or deliveries from Cairo Airport. Bunker deliveries are being performed, however, due to the unstable situation, we suggest that bunker is supplied at other destinations prior to arrival at Port Said or Suez. Ports calls are presently suspended.

Internet and e-mail is presently not working in Egypt, and most mobile phone providers are closed. Our offices in Oslo, Copenhagen and Singapore are in continuous contact with all our local Egyptian offices via fax and phone, and you can send your messages to office@lethsuez.com as usual.
